Prehistory
The establishment of the Expert Service of the Ministry of Internal Affairs of Ukraine as a system of expert units ( according to the Resolution of the Cabinet of Ministers of Ukraine of June 20, 2000 No. 988) was an important stage of large-scale transformations in the field of forensic and technical forensic support for the detection and investigation of criminal offenses. With the expansion of the tasks, functions and authorities of the expert units, purposeful work began to strengthen the material and technical base of the expert units, improve the working conditions of specialists, modernize existing laboratories and create new ones.
The State Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine together with the National Academy of Internal Affairs of Ukraine decided to create a scientific and practical collected volume "Kryminalistychnyi visnyk" as a platform for discussing the results of research work of scientists, exchange of practical experience between specialists in the field of investigation, operational and search activities and their expert forensic support. Therefore, four issues were published in 2000-2002. And in August 2003, the scientific and practical collected volume was officially registered with the State Committee for Television and Radio-broadcasting of Ukraine as a print medium.
