V. M. CHYSNIKOV – THE SCIENTIST, TO ENVY WITH KINDNESS (ON THE OCCASION OF THE 70TH JUBILEE)

Abstract

This article describes the path of life and creative activity of anniversary celebrant (who
turned 70 on August 24, 2018), Doctor of Law, associate professor, chief researcher of the
State Research Institute of the Ministry of Internal Affairs of Ukraine, Retired Police Colonel,
Volodymyr Mykolaiovych Chysnikov. He is a well-known Ukrainian legal scholar, lead specialist
of the history of crime detection and criminalistics, a biographer and researcher who made
a significant contribution to the study of the history of domestic criminology by his works. In
particular, as a result of lengthy and persistent archival searches, Volodymyr Mykolaiovych
rescued from obscurity a famous person - the head of Kyiv criminal investigation department,
the titular counsellor Heorhii Mykhailovych Rudyi (1863–1918), who was one of the pioneers
of the use of scientific and technical means in criminal investigation practice of the Russian
Empire police agencies. Thanks to him, the officers of Kyiv criminal investigation department were the first in Russia to begin to use the investigator's kit in investigative practice (1903), as well as criminal record of the criminal element with fingerprinting (1904), tracking dogs (1905). The achievement of H. М. Rudyi is also the development and adoption of the Instruction to the officers of Kyiv criminal investigation police (1905). Volodymyr Mykolaiovych considers the detection of innovations, introduced by H. М. Rudyi, one of his main scientific findings.
